Paul Jennings is a highly experienced fire, crisis and resilience advisor with over 35 years’ leadership across emergency services, government, and international mega-projects.

As a former Director at London Fire Brigade, Paul was responsible for shaping critical national strategy — including leading a £25 million programme focused on fire prevention, protection, and regulatory reform. He was seconded to the UK Cabinet Office, contributing to high-level resilience and governance work at a national scale.

Internationally, Paul served as Strategic Lead for Fire and Rescue Services at Red Sea Global — one of the world’s most ambitious regenerative tourism developments. There, he built emergency services capability from the ground up, overseeing fire strategy, multi-agency coordination, and operational readiness across remote and complex sites such as Sheybarah Island.
